Shenzhen started the party building of the “two new” organizations (the new economic organizations and new social organizations) in 1995 and the “two new ones” in 2005 to direct the direct election of the leadership of the party committees. In order to implement the party’s 17th party’s reform party Inner election system and the Fourth Plenary Session of the 17th Central Committee on improving and perfecting the Party
