山东省微山县赵庙乡佀楼村党支部在全乡首个制定和实行了“早会”制度——每天早上七点,全体村两委干部及群团组织人(有时还有村民小组组长、党小组长及村民代表参加)一齐到村委办公室开会。早会内容,既研究解决全村经济和社会发展中的一些实际问题,也组织大家学习中央重要工作会议精神及各项方针政策、法律法规,开展科技培训、接待和调处村民间的矛盾和纠纷。该村的“早会”制度,其做法主要是“五个结合”。
