港务局是五○年九月新成立的机构,他的主要任务首先是消灭半殖民地、半封建统治时代港务管理的不自主和不统一的混乱状态,然后加强管理,以便利航运促进货物交流。政务院财经委员会五○年七月二十六日公布了关于统一航务港务管理的指示,明确规定港务局的任务为航政管理、治理航道、统一经营管理码头仓库。根据这一指示,港务局正式成立并就业务需要先确定组织,建立必要机构;进行接收统一港务管理中有关部门的工作,并逐渐建立制度以加强管理。
The Port Authority is a newly established body in September of that year. Its main task is to eliminate, in the first place, the involuntary and inconsistent chaos in port management in the semi-colonial and semi-feudal era and to strengthen its management in order to facilitate shipping and promote the exchange of goods. On July 26, 1950, the Finance Committee of the State Council announced the directive on the unified management of port and port services. It clearly stipulated that the port authority should be tasked with naval administration, waterway management and unified management of terminal warehouses. According to this directive, the Port Authority formally established and business needs to determine the organization, the establishment of the necessary institutions; to accept the work of the relevant departments of unified port management, and gradually establish a system to strengthen management.
