一要确立平民意识。了解民情是提高执政能力的基本功之一。领导干部在一个地方、一个单位,是人民群众的组织者和领导者,也是社会群体中的普通一员。要善于与群众打成一片,常以“百姓之心为心”,自觉地用党和人民赋予的权力,来造福人民,回报人民,全心全意为人民服务,真心实意为人民谋利益。二要确立乐于干平凡工作的意识。平凡工作亦体现执政能力。平凡不等于平庸。千里之行,始于足下。平凡的工作,也能创造出不平凡的业绩。因此,领导干部应从大局着眼,小处着手,多为群众办实事好事,把提高执政能力建立在实实在在为群众谋
First, we must establish civilian awareness. Understanding the feelings of the people is one of the basic skills for improving the governing ability. A cadre in one place and one unit is the organizer and leader of the masses of the people as well as an ordinary member of the social group. They should be good at uniting with the masses and often use the power given by the party and the people to benefit the people, return the people, serve the people wholeheartedly and sincerely seek the interests of the people. Second, we must establish a sense of willingness to do ordinary work. Ordinary work also reflects the ability to govern. Ordinary does not mean mediocre. A thousand miles begins with a single step.
