最近,我们搞了几次农村调查。有个乡原来汇报在牲畜保健上搞全乡统筹,调动了兽医的积极性,有关部门还宣传了这一经验。但群众对这种做法并不满意。他们说:‘原来未搞全乡统筹收费,兽医们为了抓收入,主动上门服务,态度也较好。后来搞了统筹收费,兽医人员不搞服务也能拿到钱,实际上又开始端起‘铁饭碗’。开始,他们还自觉搞些防疫服务,渐渐就懈怠了。’
Recently, we conducted several rural surveys.
