著作权合理使用制度的创设具有保护著作权人的利益和促进信息广泛传播的双重目的,然而,计算机网络信息技术的发展打破了权利人与社会大众之间的对彼此都有效率的平衡点,合理使用制度的冲击不用说是很大的。现代化科技发展的今天,传统的权利对于限制远程教学是否同样适用,是否需要对合理使用的范围进行调整,对合理使用权利进行限制,保护作者的版权利益值得我们深思。

Nowadays, with the development of modern science and technology, whether the traditional right restricts the applicability of distance learning or not, whether it is necessary to adjust the scope of fair use, limit the right to use reasonably and protect the copyright interests of authors is worth our consideration.
