社会进步必须以人类精神文明作为强有力的支撑 ,精神文明建设必须以公民道德素质的不断提高作为基石和底蕴。党中央颁布《公民道德建设实施纲要》 ,这正是对我国精神文明建设内容的必要充实 ,在落实《纲要》过程中 ,我们要融学习贯彻《纲要》于继承和私扬中华文明以及建构世界伦理道德之中 ,融学习贯彻《纲要》于精神文明共建活动之中 ,在全社会形成公民道德建设新局面。
