承发包工程中的安全管理,是上钢三厂工程承包公司的一大课题。为加强对承包施工企业(下称外包队)的安全管理,防止重大工伤事故的发生,建设单位必须抓好安全管理工作。 1.加强资质审查,健全合同管理 (1)严格审查外包队的营业执照、经营手册、资质等级证书,以及上海市建筑施工许可证或副本文件及银行帐号。 (2)认真填写和审查外包队人员状况登记表、安全生产保证机构登记表、安全情况登记表。 (3)在签订项目经济合同的同时,必须签订承包工程安全协议书。协议书中必须订立双方(发包和承包单位)各自对安全生产应负的职责的具体条款,并严格按条款
