本刊讯:司法部就减轻农民负担问题于6月上旬发出通知要求: 一、近期各级司法行政机关和普法工作机构要集中一段时间和必要的力量,开展对国务院关于《农民承担费用和劳务管理条例》)以下简称条例)及有关法律法规的宣传教育,提高广大干部、群众的政策水平和法制观念,使之既能自觉地运用法律规范自己的行为,又依法保护农民的合法权益。要把《条例》作为“二五”普法的重要内容之一,充分利用各种宣传媒介和工具,广为宣传,做到家喻户晓。二、律师要进一步做好为政府担任法律顾问的工作。对各地政府和各部门贯彻落实《条例》,要及时、主动地提出司法建议,以促进中央关于减轻农民负担的指示精神落到实处。要大力开展诉讼和非诉讼法律事务。通过开展刑事辩护、代理、代书等活动维护农民当事人的合法权益。要认真做好法律咨询工作,及时解答农民关心的有关法律问题。同时,对发生坑农、害农的事件,要帮助农民当事人向有关部门投诉。
