由于卫生服务的特殊性,卫生事业的发展不能完全依靠市场机制,卫生资源也不可能只依靠市场机制的调节就能达到优化配置。政府在卫生事业的发展中承担着重要责任,必须对卫生事业的发展、卫生资源的配置实行强有力的宏观指导和干预。区域卫生规划就是在市场机制失灵情况下,加强宏观调控、管理卫生事业的重要手段。今后政府主管部门通过实施区域卫生规划,用法律、行政、经济的手段,实现由“办卫生”向“管卫生”、由部门管理向行业管理、由经验管理向法制管理的转变。
Due to the particularity of health services, the development of health services cannot rely entirely on the market mechanism. Health resources cannot rely on the adjustment of market mechanisms to achieve optimal allocation. The government has assumed an important responsibility in the development of the health industry and must implement strong macro-level guidance and intervention in the development of health services and the allocation of health resources. Regional health planning is an important means to strengthen macroeconomic regulation and management and health management in the event of a market mechanism failure. In the future, through the implementation of the regional health plan, the competent government departments will use legal, administrative, and economic means to achieve the transition from “doing health” to “government hygiene”, from department management to industry management, and from experience management to legal system management.
