湖南省韶山灌区位于湘江支流涟水及靳江中下游,地势以西面最高,南北次之,东面较低,形成三面环山,一面盆地。全灌区包括双峰、湘乡、湘潭、宁乡、长沙及湘潭市等六县市的农田百万亩。灌区内除小片平原外,大部份是丘陵,耕地成片,土地利用率高,更以气候温和,无霜期长,非常适宜于稻作物的生长。但以降雨量年内分配不匀,常因缺水而严重地影响了农作物的稳产高产。为了彻底改善本地区的工农业生产和人民生活面貌,1958~1960年,便在涟水中游双峰县境的溪口建成了一座蓄水5.6亿立米的水库;同时在水库下游18公里的湘乡县洋潭,也动工兴建引水枢纽,后因种种原因,除完成170米长的引水坝溢流段外,引水枢纽及渠系便未能全部建成。 1965年3月,中共湖南省委根据灌区群众的要求,决定继续修建配套工程,及早发挥灌溉效益。由于象韶山灌区这样一个以流域为开发对象的大型引水工程,在湖南农田水利建设史上还是第一次。因此,省委要求通过这个工程的修建,做出一个符合总路线精神的引水工程的好样板来,一切工作均须贯彻多快好省的方针,使整个工程达到高标准、高质量。工程建成之后,要使全省人民看了都感到”眼红、心动、手发痒”,更加坚定大办水利的信心;并通过这次大规模的水利建设实践,出人材,出技术,出经验,促进我省农田基本建设的飞跃发展。为了集中力量打歼灭战,还要求在一冬一春建成北干渠。工程规模、效益及重大的政治意义韶山灌区的全部工程项目包括:洋潭引水枢纽、总干渠及南北两大干渠。渠道总长237.93公里,其中,总干渠19公里,北干渠171.93公里,南干渠47公里。本期
