最近一段时间,在一些中小学里,一到下课时间,教师就摆起了摊点,向学生出售面包、汽水、冰棍、茶叶蛋等;有的教师到校外找“活”干;有的学校开办了经营性的公司。人们时此议论纷纷。中小学教师应不应该经商?中小学教师应不应该搞有偿服务或第二职业?这已成为当前广大教育工作者和社会各界普遍关注的一个问题。教育经费不足,教师待遇低,是造成一些教师去搞经商活动的直接原因。近几年来,教育经费虽然逐年有所增加,可是由于用于教职工的“人头费”增加,在不少地方实际用于教学的公用经费反而有所下降。

In recent years, though education funds have increased year by year, due to the increase of “headcount expenses” for teaching and learning staff, public funds actually used for teaching have actually declined in many places.
