From 1882 to 1907, Althoff was the official of the Prussian department of higher education. Under his guidance, Prussia conducted some reforms. In addition, a number of national institutes have also been established. He is also the earliest initiator of the William Emperors Society. These reforms are known as the “Altehoff system.” This article introduces the contents of Altehoff system, people's evaluation of it, and discusses the reasons and existing problems of the formation of this system according to Prussia's power structure.
