“稳住一头”,是为了确保有一支稳定精悍的科研队伍从事基础性研究、高新技术研究、社会公益性研究和重点科技攻关,保证科学研究和科技工作的协调发展。“放开一片”是指调动大批科技力量进入经济建设的主战场,着重于科技应用和发展,推进科技成果的商业化,产业化和国际化。“稳住一头,放开一片”的方针在国家级重点研究机构,重点高校的实施目标是清楚的,“稳住一头”的财力以国家的财政为后盾。那么作为省市一级如何落实“稳”“放”方针,要不要保留一支为地方经济发展所需要的基础与应用基础研究队伍呢?如果要,作为“稳放”产物的省一级重点实验室,如何为省市的“稳”“放”作贡献呢?
