企业的产权流动与转让交易能否顺畅、高效运行,在很大程度上依赖于有没有一个规范、开放、统一的产权交易市场以及与市场需求相适应的中介服务机构。我市于1995年2月出台了《哈尔滨市国有企业产权交易暂行办法》,5月份正式成立了哈尔滨市产权交易所,并与全国各中心城市的产权交易所和中介服务机构联网。经过两年时间的运作,目前,进场交易的登记企业已有800多户,成交企业14户,实现交易额1.6亿元,盘活存量资产5000多万元。为推动我市国有企业的产权交易奠定了基础、开辟了渠道。但相比较来看,我市的产权交易市场起步时间短,起点比较低,交易规模不大,仍然存在着发展思路不清晰,协调运作欠力度,政策法规不完
The smooth and efficient operation of property rights transfer and transfer transactions depends to a large extent on whether there is a normative, open and unified property rights exchange market and an intermediary service institution that suits the market demand. The city in February 1995 promulgated the “Harbin State-owned Enterprise Interim Measures on property transactions,” formally established in May Harbin property exchange, and the central cities of the property rights exchanges and intermediary service agencies networking. After two years of operation, at present, there are more than 800 registered enterprises that have entered the trading market and 14 traded enterprises, with a transaction value of 160 million yuan and an inventory of over 50 million yuan of assets. To promote the city’s state-owned enterprises property transactions laid the foundation for the opening up of channels. However, comparatively speaking, the property rights market of our city has a short starting time, a relatively low starting point and a small transaction scale. There is still a long way to go before the development thinking is unclear, coordination and operation are not complete, and policies and regulations are not complete
