提出一种科学而实用的行为管理制度设计方法——符号结构化行为概率设计,提出了制度符号系统和结构图制图规则,提出了制度设计的三类优化问题:一是最小失效率问题;二是最小成本问题;三是最大效率问题.开发了最小失效率问题的求解方法:边界法.这种方法的意义在于比一般的搜索法能够更快地找到制度设计的最优方案,而且无需建立解析函数即可求解,从而对使用条件的要求比较宽松,具有大面积的推广应用前景,是制度设计的科学且实用的方法.
