首旅的难题 全国首屈一指的旅游客运企业北京首汽汽车集团,遇到一桩难题:80年代引进的一大批进口高档旅游客车,相继到了报废年限,急需更新,但拿出六七十万甚至上百万来更新一辆车,又觉得得不偿失。因为这些车运营效益实在不理想,高档车运价高不起来,甚至因为座椅数少,比中低档客车的营运收入还低。 为何高档车优质不优价呢?最重要的原因是:延续多年的客运价格体制没有根本变化,政府指导价没有尊重市场规律。客运价格无法和市场需求牵手。高档车运营成本居高不下,企业只能削足适履,或降低服务质量与低档车竞争,或偷偷摸摸暗箱操作,客观上助长了不公平竞争的出现和蔓延。 首旅的困难绝不是个别。记者从中国旅游车船协会获悉:高档客车的主要用户——旅游客运企业,近两年来普遍处于亏损或微利经营状态。全国466家旅游汽车公司近两年来净利润、上缴税金大幅坐滑梯。像首旅、上海锦江等重点旅游城市的大型旅游客运企业,还能依靠车种间的调剂弥补亏空,
