战略性新兴产业是抢占后危机时期制高点的国家战略，赋予了火炬计划“发展高科技，实现产业化”新的时代内涵。我们认为，“一次创业”国家高新区是高新技术先导区、示范区，“二次创业”告诉高新区要成为国家战略性新兴产业的标志区和核心区。因此，无锡高新区在培育新兴产业方面也做了一些实践，总结了一些做法。
