在21世纪林业发展中,速生丰产林将被视为林业产业体系建设中的“骨干工程”和增强林业实力的“希望工程”,也要实现其跨越式发展。这是新时期林业发展的客观要求和必然选择,同时也具备不少有利条件并面临着一些亟待解决的问题。实现速生丰产林基地建设跨越式发展的途径与方法主要有:实行营林与加工一体化,走大企业带动大基地发展的道路;以股份制为平台,走社区林业发展的道路;扩大规模和总量,实现速生丰产林外延的迅速扩张;走科教兴林之路,实现速生丰产林内涵的快速提升;速生丰产林基地建设要从加强项目管理找突破、出成效。
In the development of forestry in the 21st century, fast-growing and high-yielding forests will be regarded as the “key projects” in the construction of forestry industry system and the “hope project” to enhance the forestry strength, as well as to realize its leap-forward development. This is an objective requirement and an inevitable choice for the forestry development in the new era. It also possesses many favorable conditions and faces some problems to be solved urgently. The main approaches and methods to achieve the leapfrog development of the fast-growing and high-yield forest base are: implementing integration of forestation and processing, taking the path of large enterprises in promoting the development of large bases; taking the shareholding system as a platform to take the road of community forestry development; expanding the scale and total Quantity and realize the rapid expansion of fast-growing and high-yield forest extension; take the road of science and education to promote forests, to achieve the rapid growth of fast-growing high-yield forest; quick-growing high yield forest base construction project management to find a breakthrough to improve efficiency.
