各国海军水面舰艇的发展是与其海军战略相适应的。目前世界上有三种类型的海军:全球性海军、区域性海军和近海防御性海军。其中,美国海军是世界上唯一的全球性海军。饿罗斯海军由于实力锐减,已由全球性海军降为区域性海军。欧洲主要国家如英、法、德、意等国海军是典型的区域性海军。目前,日本海军已经迈入了区域性海军行列。印度正向区域性海军过渡。其他国家则主要是近海防御型海军。
