地方人大常委会受理人民群众来信、来访,是《宪法》和《地方组织法》赋予的重要职责之一,也是人大对“一府两院”工作实施监督的重要渠道。近几年来,盐城市郊区人大常委会针对地方人大工作的特点,不断研究信访工作的新情况,探索新方法,为化解各种矛盾,保持社会稳定,促进全区经济建设做出了积极的贡献。 一 盐城市郊区人大的信访工作主要突出抓了以下三点: (一)端正认识,着力发挥信访工作联系人民群众的桥梁纽带作用。在如何看待、怎样做好人大信访工作的问题上,一开始大家的思想认识并不一致。有的认为,党委、政府都有信访专门机构,人大办信访多此一举;有的认为,人大对信访问题一般不直接处理,仅作“中转”,作用不大;也有的认为,基层人大信访工作人员都是兼职,应付即可,不必认真。针对这些模糊认识,他们组织机关人员认真学习党中央《关于加强党同人民群众联系的决定》和党的十四届四中全会精神,学习全国人大领导对加强信访工作的重要指示,并联系实际进
