2002年是张掖地委、行署提出“抢抓三大机遇、实施三大战略、加快张掖发展”战略目标的起步年。由于张掖是个传统的农业地区,工业基础薄弱,制约了张掖经济的更快发展,也制约了财政实力的进一步壮大,如何扭转这种局面,怎样用改革的办法解决前进中的困难,张掖过去进行过多方面的探索,也取得了一定成绩;2002年的财政改革思路和重点有哪些?本刊记者就此采访了张掖地区行署财政处处长王愈新同志(以下简称王)。
