我国公安机关县(区)级“三级技术点”的建设工作,自80年代初开始至今,从无到有,从少到多,从普及到提高,已经逐步走上了规范化轨道。从组织、专业、装备等结构上看,已初具规模。实际工作中所承担的任务和发挥的作用在整个基层工作中有着举足轻重的作用。它涉及到方方面面,在服务于对敌斗争、侦破案件、处理治安案件和重特大事故事件中,在起诉、审判诉讼中,在从事科研和及时参与国家机关某些重大公务活动等方面,都发挥了积极的作用。在上述工作和活动中,长久以来形成和积累了大量的材料,这些材料是历史的记录,是经验的总结,是历史的宝贵财富。科学地整理好、管理好、用好这些档案材料,不仅有一定的历史意义,而且有一定的现实意义。档案管理工作既是一项专门业务,又是一项机关工作。三级技术点的档案材料,它属于公安业务文件范围,从形成积累的材料看,它具有以下特点:1.从材料内容看:多是针对具体事件或具体人的。
