制度系指企业管理领域中需要职工共同遵守的、按一定程序办事的规程、规定、办法、条例等。制度建设主要指从事上述事项研究、制订、施行中的基础性工作。 上海烟草集团的制度建设起步于集团成立之后,同时伴随着集团的发展而发展。在公司领导直接指导和各处室密切配合下,制度建设也取得了一定的成效,初步制定了25个处室的工作职责,培训了52名兼职标准化管理人员,清理了309项规章制度,编拟了5类128只新的制度目录,截止今年第一季度已发布其中66只。制度管理由分散管理基本趋向集中管理,并对制度的制订、发布初步进行了统一和规范。所有这些,均为集团的制度建设和发展奠定了一定的基础。但是随着社会主义市场经济的运行和发展,集团建设的步伐明显加快,制度建设的紧迫性和滞后性越来越突出,从某种意义上说,一定程度地影响和制约着集团的发展。这种状况必须引起我们各级领导的高度重视。

Institutional management tends to focus on centralized management of decentralized management, and has unified and standardized the formulation and release of the system. All these have laid a certain foundation for the Group’s system construction and development. However, with the operation and development of the socialist market economy, the pace of group construction has been significantly accelerated, and the urgency and lag of institutional construction has become more prominent. In a sense, it has affected and restricted the development of the group to some extent. This situation must arouse the attention of our leaders at all levels.
