古人讲:“得人才者得天下,失人才者失天下”。对于军队来说,人才是建军之本。随着高新技术在军事领域的广泛应用,军队已成为知识高度密集型的部门,知识化、专业化、技术化程度大大提高,现代战争的指挥、通信、控制等系统日趋智能化、电子化、信息化。传统的“以量取胜”被“以质取胜”所代替,“力的格斗”方式将被“智的对弈”所变更。对干部的能力素质提出了更高的要求。
