近年来,政府出台多项政策措施清理小产权房,但效果并不明显,其根本原因在于未能消除小产权房产生的根源。小产权房是城乡二元化住房制度的产物,是城乡住房市场扭曲对接的结果。因此,彻底根除小产权房离不开城乡住房制度的改革与调整。文章基于城乡住房市场二元格局的视角,运用理论分析和市场调研的方法分析了小产权房产生的内因与外因,在此基础上提出通过统一城乡住房市场彻底根除小产权房的解决思路,并阐述了统一城乡住房市场的原则与途径,最后利用北京市的调研数据和案例进行了实证分析。
