长期以来,由于中式卷烟的配方特点,以及我国烟叶质量的现状,能作为主料烟进入一、二类卷烟配方的烟叶主要集中在中部上等烟叶,而产自中部的上等烟叶是十分有限的。随着中国烟草“532”、“461”战略的不断推进,尤其是近年来我国一、二类卷烟市场份额的快速扩张,对我国烟叶原料保障提出了新的挑战。优质上部烟叶具有香气量足、浓度大、满足感强的特点,是提高卷烟香气和开发低焦油卷烟的重要原料。在国外,烤烟以上部烟叶质量最好、价格最高,是国外卷烟中的优质主料烟叶。上部烟叶占总量的45-50%左右,而国内上部烟叶绝大部分不能作为优质主料烟叶使用,当前工业企业库存的不适用
