一、深入学习和宣传“5.31”讲话,把厅直党员干部的思想统一到讲话上来。要深刻理解和把握贯彻“三个代表”重要思想,关键在坚持与时俱进,核心在保持党的先进性,本质在坚持执政为民,要深刻理解和把握新世纪、新阶段,发展要有新思路,改革要有新突破,发展是党执政兴国的第一任务,紧紧抓住国家和省大力发展水利事业的历史性机遇,不断开创水利改革和发展的新局面。 二、深入学习和宣传“5.31”讲话,进一步推动水利各项事业的全面发展。上半年,我厅组织实施的向扎龙湿地补水工作受到省委省政府好评;全省水利基本建设项目进度很快,并通过检查,质量良好;对省委省政府确定的解决200万农村饮水困难人口工作抓得紧抓得实,成效显著……可以说,时间过半,工作任务也已完成过半。 三、深入学习和宣传“5.31”讲话,不断加强和改进厅直党的作风建设。我们要通过扎扎实实的工作,把中央的治水方针和全省水利的中心工作落实到基层和具体工作中,好的形象是干出来的,努力做贯彻执行“八个坚持”、“八个反对”的表率。 四、深入学习和宣传“5.31”讲话,以先进典型引导党员干部献身水利事业。我们身边的典型申建海、刘辰龙和省水利四处是我们的宝贵财富,要把学习先进典型与进一步塑造新世纪黑龙江水利人形象结合起来,内强素质,
