释重负以求发展——减轻林农负担的思考

林业既有经济效益,又有生态效益和社会效益,是一项特殊的产业。要保持森林资源长盛不衰,必须有足够的稳定的投入,这既需要集中社会的力量参与投入,更要求在林业自身积累的基础上形成相应的资金循环机能。然而,在现实的林业利益分配过程中,社会对林业任意平调,取之无度,致使林业不但没有积累的余地,连简单再生产都难以为继。每到林区,总见干部群众反映强烈:“林农负担过重!”

Forestry has both economic benefits, but also ecological and social benefits, is a special industry. To maintain the long-term prosperity of forest resources, there must be sufficient and stable investment. This requires both the concentration of social forces to participate in the investment and the formation of a corresponding capital recycling function on the basis of the accumulation of forestry itself. However, in the process of actual distribution of forestry benefits, the social arbitration and arbitrariness of forestry are unmanaged. As a result, forestry not only has no room to accumulate, but even simple reproduction will be unsustainable. Every forest area, cadres and the masses always see strong: “Farmers overburdened!”
