发展农业循环经济是缓解农业资源压力,保护生态环境,促进农业和农村经济可持续发展的重要战略举措。该文以循环农业的理念研究为切入点,首先全面梳理循环农业的概念及科学内涵:其次,从资源禀赋条件、经济发展条件及产业基地条件等3个方面,系统阐述及剖析我国东、中部地区发展循环农业的优势与条件:第三,结合国内研究成果,选取苏南太湖流域地区、鲁东南沂蒙山区及豫西北丘陵山区等3个典型案例,剖析模式特征,总结成功经验,为大力推广提供参考和借鉴:最后,提出新时期东、中部地区农业循环经济发展的整体指向,以及进一步提升发展水平的对策建议。
Developing agricultural circular economy is an important strategic measure to ease the pressure of agricultural resources, protect the ecological environment and promote the sustainable development of agriculture and rural economy. This paper starts with the concept of circular agriculture as the breakthrough point. Firstly, it comprehensively sorts out the concept and scientific connotation of circular agriculture. Secondly, from the three aspects of resource endowment conditions, economic development conditions and industrial base conditions, Thirdly, according to the domestic research results, three typical cases of Taihu Lake Basin in the south of Jiangsu, Yimengshan in southeastern Shandong and hills in the northwestern Henan are selected. Thirdly, the characteristics of the model are analyzed and the successful experience is summarized. Provide reference and draw lessons from: At last, put forward the overall direction of the development of agricultural circular economy in eastern and central regions in the new era, and countermeasures and suggestions to further enhance the level of development.
