新世纪,针对农村医疗卫生事业水平低,农民的健康缺乏保障的情况,党中央和国务院从人民群众的利益出发,从我国经济发展的需要出发,从我国构建社会主义和谐社会的角度出发,提出建立新型农村合作医疗制度,并在全国农村大力推广。本文简要描述了合作医疗制度的沿革,分析了新型农村合作医疗制度提出的原因,阐述了新型农村合作医疗制度的实施对构建和谐社会建设的积极作用,最后提出了完善新型农村合作医疗制度的几点方法。
