文章旨在提供一整套方法和步骤，以定量论证医院补偿机制恶性循环和医疗资源最优利用模型，为卫生事业与社会经济协调发展提供政策思路。推导过程重点围绕下列热点问题：在目前的补偿机制下，财政投入萎缩一个单位，与医疗费用增长、资源浪费和社会负担加重的定量关系；定量论证政府财政、物价和卫生等部门，对目前的医疗费用增长各自应承担何种责任；从需方角度出发，定量论证目前医疗费用增长的合理度；为完善医院补偿机制，在不给社会造成额外负担前提下，应如何确定收费标准的调整幅度，如何控制药品费用增长，以及如何设定收费标准调整到位目标等；在目前状况下，该如何严控药品收益率；以及如何在设定合理增长率时考虑地区特点，兼顾人群公平性。
