《中国消防》1988年第5期刊载高栋良的《重大火灾的统一指挥问题》(以下简称《问题》)一文,对《中华人民共和国消防条例》关于“火场扑救工作由消防监督机构统一组织指挥”的规定提出了异议,主张“扑救重大、特大火灾时,在当地政府负责人到场的情况下,火场的扑救工作应山政府负责人统一组织指挥”。对此,笔者不敢苟同。笔者认为,坚持《消防条例》的
