为了从根本上改变英国卫生保健(NHS)的管理模式,英国著名医院管理学专家 Grififths 提出了改进年度费用计划和预算管理构想。新的管理系统不仅包括从国家,地方,区县直到基层医院各层次上一大批“总经理”,而且强调吸收广大临床一线医务人员共享资源参与管理。以此来替代以往“领导意见”(team consensus)决定一切的传统管理体制。本文介绍了预算管理和资源管理的概念及其发展情况。
In order to fundamentally change the UK’s health care (NHS) management model, Grififths, a renowned hospital management expert in the UK, proposed an improved annual cost planning and budget management concept. The new management system not only includes a large number of “general managers” from the country, localities, districts and counties up to the basic hospital level, but also emphasizes the absorption of the majority of clinical frontline medical staff to share resources and participate in management. This replaces the traditional management system in which the previous “team consensus” determined everything. This article introduces the concepts of budget management and resource management and their development.
