1980年6月,中央教育科学研究所召开教育科学计划座谈会,明确表示:“以十年、二十年的时间进行科学实验,提出一套幼儿园到大学的包括教材、教法、课程设置和学制在内的教育改革意见,这个意见要经过实践证明是正确的、符合中国情况的、又是先进的,然后在此基础上,不断修改完善,到本世纪末达到接近或赶上世界先进水平。”这是一个宏伟的计划,它的实现将标志看我国教育科学研究进入一个新时期。
