不要以为这是个伪命题。首先我国不缺法制,要问我国现行有多少部法律,恐怕就是专业人士也鲜有人能说完整,宪法、民法、经济法、社会法、行政法、环保法等等,按类别划分,仅环保法类就有90多部,辅带120多个法规,法制建设之快是发达国家不可想象。但法制建设并没有挡住污染扩大的速度,说明法制不等同于法治,法律的生命在于实践,法律不去执行,就是没有完全发育、长出牙齿的法律。
Do not think this is a false proposition. First of all, our country does not lack the legal system. To ask how many laws exist in our country now, I am afraid that there are few professionals who can say complete, constitutional, civil law, economic law, social law, administrative law, environmental protection law and so on. Law class has more than 90, with more than 120 laws and regulations, the rapid development of legal system is unimaginable in developed countries. However, the construction of the legal system has not stopped the speed of pollution expansion, indicating that the legal system is not equivalent to the rule of law. The law’s life lies in practice and the law is not enforced. It is a law that does not fully develop and grow teeth.
