农民负担过重,已成为当今社会的热点问题之一。就河南而言,农民负担水平高于全国平均水平,高于国务院规定的标准。由于农民负担过重,严重影响了党群、干群关系,成为影响农村社会稳定的重要因素之一。为此,河南省委、省政府决心下大气力解决农民负担过重的问题。《为了减轻农民的负担》一文记述了这一过程。
