改革开放以来,国家高度重视水库移民工作,采取前期补偿、后期扶持等多项措施,水库移民相关政策日益完善,特别是“十二五”期间,水库移民脱贫解困工作整体上取得了很大成就。但因种种原因,目前还有相当一部分移民未脱贫,已脱贫解困移民距离小康还有一定距离。长期以来,我国水库移民的脱贫解困一直是扶贫工作的难点,也是制约水利水电工程建设的热点问题。为此,民进中央今年两会期间提交了《关于进一步做好水库移民脱贫工作的提案》。
