政府绩效评估对行政行为具有重要的导向作用,生态保护红线政府绩效评估制度作为政府绩效评估制度的一部分,对实现生态保护红线的管控及生态安全具有重要作用。原有政府绩效评估理念及政府绩效评估制度存在某些不合理之处,与建设生态文明、实现绿色发展的治国理念不相适应,改革政府绩效评估制度,建立生态保护红线政府绩效评估制度迫在眉睫。生态保护红线政府绩效评估制度应主要从评估主体、评估指标、评估程序及行政监督方面构建。
Government performance evaluation plays an important role in guiding the administrative behavior. As part of the government performance appraisal system, the red line government performance appraisal system of ecological protection plays an important role in the control and ecological security of red lines of ecological protection. The original government performance evaluation concept and the government performance evaluation system have some unreasonable points. They are incompatible with the idea of governing the country with ecological civilization and green development.
