《珠江三角洲地区改革发展规划纲要》(2008～2020年)把发展新能源和可再生能源放到非常重要的位置,由此可见,发展新能源和可再生能源有着十分重大的意义。发展新能源和可再生能源是支撑珠江三角洲地区经济发展的重要基础,可推动形成珠江三角洲地区新的经济增长点,还是减少珠江三角洲地区环境治理成本的有力措施,这是珠江三角洲地区经济发展面临的非常迫切的共同课题,应通盘考虑,加强合作,突出重点,大力推进。
