章丘市积极做好下岗与失业并轨工作,截至6月底,下岗职工已全部出中心,实现了下岗与失业的平稳并轨。自2000年起,章丘市开始实行双轨制,对新下岗的职工不再进中心,原在中心的下岗职工按照“重在就业、分类指导、先易后难、不留后患”的原则,采取分类指导、逐步到位的办法,积极稳妥地做好出中心工作,在做好职工思想工作的同时,根据不同情况,采取扶持一批,分流一批,内退一批的办法,使下岗职工稳妥地走出了中心。一是制定优惠政策,对有自谋职业意向的扶持一批。市政府先后出台了《关于对自谋职业的失业下岗职工实行优待证的通知》和《关于进一步做好再就业工作的通知》等6个相关文件。这些文件从加强再就业工作领导、保障下岗职工基本生活、拓宽再就业渠道、鼓励下岗职工自谋职业
