1990年11月27日,日本内阁会议通过了经企厅长官相泽所做的《1990年世界经济白书》。该白书指出,当前世界经济的焦点是:在持续8年的景气扩大情况下,由于海湾战争导致的油价上涨,增强了世界经济的减速倾向;伴随德国的统一和苏联及东欧各国的自由化所导致的巨额资金需求,引起了世界性的储蓄不足的忧虑。截止1989年,世界经济的实际增长率一直维持在3%的水平。而据国际通货基金(IMF)预测,1990、1991年将会下降到2%;苏联、东欧甚至将会陷入负增长;在发达国家中,美、英两国通货膨胀的忧虑也很强。
