《民族区域自治法》明确指出,民族自治地方的人民代表大会有权依照当地民族的政治、经济和文化的特点,制定自治条例和单行条例。恩施土家族苗族自治州是共和国最年轻的自治州,在自建州以来的32年间,其民族立法取得了卓越成效,诞生了一批影响深远的自治法规和单行条例,成就斐然,同时,恩施州也需要与先进地区学习交流,从而学习先进经验和作法,进一步加强立法工作,开创恩施州立法工作的新局面,为恩施州建设全国先进自治州和武陵山区实验区做出新的贡献。
