In 2017, 38 proposals were submitted by the Democratic Central Construction Central Committee to the fifth session of the 12th session of the CPPCC for discussion on topics including economy, law and social security. Among them, 25 were economic proposals, accounting for 66% of the total. In deepening the supply-side structural reforms, the Democratic Central Proposal proposes to step up market-oriented and rule of law measures to boost supply-side structural reform through capacity-building. Since 2016, the steel and coal industries have achieved remarkable results in terms of capacity-to-production.
