2003年,在网络上搜索“异地就医”关键词,仅有10余条记录。2008年1月再次搜索时,竟达到了58万条之多——异地就医无疑已成为参保者最头痛的问题。2006年12月,17位异地安置在深圳的离退休人员致信温家宝总理,反映他们异地就医报销难的问题。按照国务院部署,2010年医保制度将实现全覆盖,更多城乡居民进入医保网,加上人口流动加速,异地就医现象更为普遍,异地就医难的问题日显突出——
In 2003, on the Internet, searched for keywords of “returning to other places” with only 10 records. When searching again in January 2008, there were as many as 580,000 articles—there was no doubt that having a doctor in another place had become the most troublesome issue for participants. In December 2006, 17 retired people relocated in Shenzhen sent a letter to Premier Wen Jiabao, reflecting the difficulty in reimbursing medical treatment in other places. According to the State Council’s plan, the medical insurance system will achieve full coverage in 2010, and more urban and rural residents will enter the medical insurance network. This, coupled with the acceleration of population flow, will make it more common to see people in other places.
