1.护士不足至今为止,无论什么时代,医院护士都是不足的。其原因是护士的需求和供给很不平衡。在需求方面,从昭和61年(1986年)到平成元年(1990年)短期内,从以规定病床数作为目的的医疗法改正到地区医疗的计划实施,实际上增加床位13万左右。新设了2万张床位的老年保健设施及向往大医院的患者增加和先进医疗方面必要人员的增加,复数值班制的增加,一周休两日制等,都使护士需求急剧增加。
1. Insufficient number of nurses. Hospital nurses are in short supply at any time. The reason is that nurses’ needs and supply are very unbalanced. The increase in the number of shifts, and the two-day break in a week have all drastically increased the demand for nurses.
