“九五”期间国家重点将解决中、西部贫困地区的经济发展问题,加大中西部贫困地区经济建设力度。内蒙古自治区党委、政府把乌兰察布盟作为扶贫开发的重点地区。乌兰察布盟是一个典型的旱作农、牧业区,地域偏远,生态失调,经济落后,发展缓慢。生产、生活条件十分艰苦。全盟十一个旗县(市)中有10个国家级贫困县(旗),因此扶贫开发工作任重而道远。这些老、少、边、穷旗(县)不仅与沿海富裕地区经济无法相比,就是与区内较发达的地区相比反差也很大。为此乌兰察布盟委、行署把扶贫开发作为“九五”期间的头
