有学者认为,“官”与“民”这二者的关系,可算是中国政治学的基本问题。通俗一点的说法则是:官民关系定则天下定,官民关系乱则天下乱。此说不无道理。在中央提出“以人为本”科学发展观的今天,人们也正在重新诠释、构建一个全新的官民关系。而“小秦考官”这一栏目,即意在为读者提供此种记录。在公开场合,中国各地的官员都显得比较低调,这使得人们对当地官民关系的解读总带上些暧昧感。因而在这里,我们试着撩开官员这个职业群体的神秘面纱,倾注更多的人文关怀,以民间的角度去体验、去感悟、去理解。问题是经过精心设计的,采访地点和受访者则出于随机的选择。或许我们的观察只是浮光掠影,或许我们的描述仅是一鳞半爪,但相信它总有着可取之处——
Some scholars think that the relationship between “official” and “people” can be regarded as the basic issue of Chinese political science. The popular saying is: the rules of official relations set by the world, chaos between officials and civilians chaos world chaos. This is not without reason. Today, as the scientific concept of development based on “people-oriented” is put forward by the Central Government, people are also reinterpreting and building a brand new relationship between officials and citizens. The “Xiao Qin examiner” this section, that is intended to provide readers with such records. In public, officials from all over China appear to be relatively low-key, which gives people a sense of ambiguity in their interpretation of the relationship between officials and the local government. Therefore, here we try to turn aside the mystery of the official group of officials, devoting more humane care, to experience from the perspective of folk, to comprehend, to understand. The problem is well-designed, with the place and respondents randomly chosen. Perhaps our observations are just a glimpse of the picture, perhaps our description is only a meager, but I believe it always has merit -
