第一章總則第一條為了鼓勵一切國營、公私合營、合作社經營及私营企業中的工人、工程技術人員和職員以及一切從事有關生產的科学与技術研究工作者的積極性和創造性,使他們充分發揮自己的知識、經驗和智慧,致力於發明,技術改進、合理化建議的工作,以促進國民經济之發展,特根據中央人民政府政務院“閥於獎勵有關生產的發明、技術改進及合理化建議的决定”製定本條例。第二條中華人民共和国公民及外國僑民,提供有关生產的發明、技術改進、合理化建議经採用者均依本條例獎勵之。第三條凡依按“保障發明權与專利权暫行條例”之規定取得發明证書者,按本條例發給發明獎金。第四條凡對企业中現有機器設備結構或生產技術過程有重大改進的建議,經採用後按本條例發給技術改進獎金。

Article 4 Where there is any significant improvement in the existing structure of machinery and equipment or the production technology in an enterprise, the technology improvement bonus shall be paid upon the adoption of these Regulations.
