本文试图回顾过去60年发展思想和相关政策的演进历史。第一部分回顾战后早期出现的共识。这些理论注重古典二元理论和政策的拓展;在政策上,强调为经济发展创造前提条件。第二部分回顾人们不断意识到价格机制的作用,经济发展过程中对致力于经济发展的强政府的依赖度不断减少,而对IFI约束下的结构调整借贷的依赖度逐渐增加。第三部分说明人们对经济发展历程中被视为实现成功的关键——“银弹机制”的探寻。最后,第四部分阐述在探索第三世界基本发展目标过程中我们目前的处境以及将来的去向等问题。
This article attempts to review the evolution of the past 60 years of development thinking and related policies. The first part reviews the consensus that emerged early in the postwar period. These theories pay attention to the expansion of the classical dualism theory and policies; in terms of policies, they emphasize the preconditions for economic development. The second part recalls that people are constantly aware of the role of the price mechanism. Dependency on the government strongly committed to economic development in the process of economic development is declining, while the dependence on structural adjustment loans under IFI constraints is gradually increasing. The third part illustrates the search for the “silver bullet mechanism” that people regard as the key to achieving success in the course of economic development. Finally, the fourth part deals with such issues as our current situation and future directions in exploring the basic development goals of the Third World.
